EUROPE’s toxic waste will no longer be sent to developing countries. The UN’s Basel Convention is supposed to prevent the dumping of toxic waste in the Third World, but the European Union has continued to allow shipments of waste on a “green list” of moderately toxic materials, if it is destined for recycling.
